Scarborough St Reserve is a peaceful freedom camping spot in South Bay, Kaikoura, with space for around 20 campers and nice views. There are no toilets on site, and it's about a 30 minute walk into town via the cemetery across the road, with reviewers noting plenty of bumblebees and beetles around at night.
